I am on Monterey, my Final Cut Pro absolutely will not open! I've reinstalled, deleted preferences, but FCP just won't open at all.

You have Chrome and its keystone daemons installed which has been known to cause problems with the ProApps. See https://chromeisbad.com for instructions on how to completely remove Chrome. Just trashing the app is not enough.
I'm seeing some old software in the report. In a clean install, you completely format and erase the drive (after doing at least one or preferably two complete backups with TimeMachine and something like CarbonCopyCloner) and then install the OS. Then, only migrate the User data from a backup, no Applications or anything else. All applications should be downloaded fresh. Is this how you did your clean install?
Done, checked FCP, same problem. Restarted computer, same problem

Does FCP have Full Disk Access enabled in System Preferences->Security & Privacy->Privacy->Full Disk Access?
Can you create a new, empty library?
I don't think installing LUTs could cause a problem that survives across a FCP reinstall *and* a clean macOS install, unless you're definition of clean install isn't really accurate.
