I was having the same problem and did a chat with Apple support. Here is the correct solution to this problem: Select Mail>Preferences>Privacy disable “Protect Mail Activity” / “Hide IP address” / “Block all remote content” and things will load automatically.

The answers to this question only refers to old version of Apple Software. For Big Sur, I just figured it out. Go to mail and click preferences. Go to privacy and UNCLICK "Hide IP address". Definitely not intuitive. This should fix.
It's really poor service and doesn't install confidence in, or reflect well on, Apple. Clearly there was a glitch with the latest iteration of Monterey, but it would be good of them to at least acknowledge the questions and let everyone know what the situation is and when we can expect it to be fixed. So much for being "in touch" with your loyal customers!

I found another answer when I added Montery to my search - Open Mail. Then goto the menu bar and click on Mail, then go down to Preferences. Then in the preferences pop up box, at the far right click on Privacy. You will probably find either Protect Mail Activity checked or Block All Remote Content. If either of them are checked images will be blocked and you get the Load Remote Content box at the top of any mail with an image. I am not sure if only having Hide IP address does also.
Uncheck all or any of them and you should get images loaded in each mail.
Just to add, Monterey has no "Load Remote Content automatically" setting. It does that by default. You might want to post a new question explaining what problem you are having in the Monterey Community.

Apologies. I just noticed the answer was already posted.
Try Mail > Preferences > Privacy and uncheck "Block All Remote Content".
Then quit and relaunch Mail.
Not intending to get in a urinating match but I’m not guilty of disrespect by civilly asking a question. Someone or some people here have given a solution that cannot be implemented with my totally up-to-date macOS and I asked why in a fair amount of time Apple support had not entered the fray.
Mail>Preferences>Viewing, about the middle of the box... Load Remote images.
That will likely get you more spam also.
Went to mail/preference/viewing but did not see load images directly.
I do not have that option.
