I was having the same problem and did a chat with Apple support. Here is the correct solution to this problem: Select Mail>Preferences>Privacy disable “Protect Mail Activity” / “Hide IP address” / “Block all remote content” and things will load automatically.
Are you running MacOS 10.13 or what?
I also am not seeing the Load remote content in messages line in Viewing.
I am running Monterey 12.3.1
I'm having the same problem, using the latest update of Monterey and there is no option under "Viewing" for loading content automatically. Can you suggest another solution?
I wonder if anyone at Apple actually curates this site. Many people with a question and no Apple support involvement?

Probably because Apple Support doesn't monitor this site.
Try Mail > Preferences > Privacy > Block All Remote Content
It may be greyed out, in which case uncheck "Protect mail activity" to have more granular control of the privacy settings.

Me too! I don't have that option and I'm running Monterey!!!
Just as a heads up make if its checked off uncheck hide IP address that was the solution in my case
