One possibility is that the website has blocked airplay. If you know how to inspect the webpage and you see the following in the video player tag it means the web developers have explicitly blocked airplay:
x-webkit-airplay="deny"
Having the exact same issue here, hoping for a fix from Apple, this is ridiculous
Did you find a fix. ? Have same issue only when trying to stream You Tube TV
Same issue for me trying to stream certain apps.
They don’t have a fix for it and don’t care enough to reply.
Getting the same thing trying to stream from iPhone or iPad to Apple TV. Just joining the thread in case they actually reply with a fix…

There is a lot of people with this problem and I do not see a fix from Apple. Why is it that Apple is not responding to this request?
I really dont know why. At first i just change the resolution of the movie and it worked. Than i changed the 1080p hrz version on the apple tv and all issues were gong.

In apple tv navigate to settings/ video output
Did you change resolution on the airplay?
And did you try putting it to 720?
The video players on iOS 17 don't let you change the resolution from what I can see, can you take a screenshot of what you're referring to?
You need to make sure that your the video you are trying to play via airplay is not on auto format. It needs to be the same format as you Apple tv. This worked for me
