Why does this screen time and app limits functionality not work? The ones I set are over-written, even tho I have block app turned on, half of the time they disappear and I have to restart the list. What is going on?

The only fix that worked for me was:
After these operations the time limit remained active. Of course, you might need Content & Privacy settings as well but this is the only thing that kept the App Limits in place.

Same problem for 3 months now. Several upgrades including 16.3.1 but no change. I spoke with a tech guy from Apple, he claims that there are no similar issues reported
Please call Apple and report this problem. If it is not reported by all of us, it will be wishful thinking.
I noticed this bug a week ago when the time my daughter spent on the phone increased significantly. I asked how she did it and she said she didn’t do anything, just noticed she has more time and she enjoyed it. I changed the screen time password thinking that she guessed it but it happened the same. I was sure she is doing something to remove the screen time and tonight I had a rough conversation with her and I accused her of lying. It didn’t crossed my mind, not even for a second that this might be a software bug. After she went to bed I started to search for ways that kids can bypass screen time and I found this issue being reported from last year and it’s still not fixed. Unbelivable! Fix the problem!!!

I read somewhere else that some kids get around restrictions by deleting and re-downloading apps. That can be blocked by disabling the ability for kids to delete apps or download new ones without parental approval.
i noticed that my daughter's time limit disappears when she takes her phone into low power mode.
Same issue here. The screen time settings for the kids are disappearing since upgrading to IOS 16. After some time, often multiple times a day, the settings are gone. The kids love it...;-)

I'm having the same problem. I have added youtubetv to the block at end of limit list almost daily lately and it keeps dropping off of the list. Sometimes it stays on the list for a day, sometimes I kill the settings app, reopen it and youtubetv is already dropped off the list again. Very frustrating!
100% same exact problem here! Apple, please fix this glitch! All my kids have to do is push the one more minute option, and boom, 8 hr a day on Instagram just like that. I have reset the app time limits like 20 times now and it is getting very tiresome.
This bug has made parental controls completely useless. Please fix so they work as they are supposed to!
Same for me and it’s gotten worse over time. I’m running 16.3.1 and it continues to happen.
I contacted support and went through a host of steps, logging out, powering off, logging out of all kids devices, logging them back in. Resetting limits.
I was assigned a case number.
They wanted to connect me to their engineering team but it was super late at that point and I had to call it a night.
One of the use cases should be that screen time limits disappear for one child after updating the limits for another child. I have found a workaround randomly a time or two but sometimes hours will go by before the previously set limits reappear on their own. Thank you for sharing the update!
This is laughable. I set a time limit on all of my child’s apps on her iPad from my iPhone and literally watched them disappear after 10 seconds. Tried it again, this time is took 30 seconds to disappear. Fix this app, Apple. Same thing with limits on downloads, in app purchases, etc. I toggled Don’t Allow and 5 seconds later they all flipped back to Allow. 🤦♂️
Ever after upgrade to ios 16 I observe that app limits set to minor's account silently disappear. Sometimes they last for a week or two, sometimes could not make it to the end of the day. Hello Apple, please fix this, and also, remove the "one more minute" thing as kids are not lazy!
I make a point of keeping all our devices updated now as that can hinder the workings of time limits.
This morning my sons routine had changed and he went off to school early. I realised I needed to change his time limit urgently but would it work... NO!
It said the time had changed but it refused to go off. I tried changing it on his own iPad at home but that didn't work either. In the end I had to give him the pass code to change it himself on his own phone!
Absolutely unacceptable from APPLE! APPLE's reputation for having reliable products is not the case here!
I have given up with this unreliable function. I need to protect my teen from being glued to TikTok and other social media so now I just use downtime and have to turn the whole phone/ipad down. Which is a massive pain when she needs to do homework because then I have to allow 4 different website requests. It’s such an unnecessary time consuming job that causes stress and headaches. I had all my hopes pinned on the app limits being fixed with this new update as it’s being going on for so long. This is so bad APPLE!
Same issues I’m having. It keeps disappearing the time limits set up. Sometimes multiple times a day. All started after the ios16 update.
We are seeing the same issue. App limits are disappearing in my daughters iPhone, granting her full access to apps. I keep re-adding it. We are upgrading to 16.2
