Mail Follow Up & Remind Me Not Working

I have two issues with the new mail functions in MacOS:

The "Remind Me Later" options for mail messages are greyed out, and thus I cannot choose to have mail remind me about them later.
Emails requiring follow ups seem to be correctly labelled for Follow Up, however they do not move to the top of my mailbox as I would expect.

Does anyone have any ideas on how to fix this?

Mac mini 2018 or later

So Do I have to always turn on on safe mode for this feature to work? what is the difference in "safe mode" and normal startup?

I have the issue too, and keep all message in my inbox (believe it or not, works great, saves a ton of time in filing, just use search).
