IOS 9 Cellular Data Usage Restrictions not working

Hello, I just updated several devices to IOS 9 and I noticed the Cellular Data Usage Restrictions are turned on. However, when I check the Cellular settings I am able to make changes under User Cellular Data for section. This is the same behavior with all upgraded devices I have. Is this a known issue?


Thanks for your help with cap data plan having this feature working is critical for my family plan and devices.

I am having this issue as well for enterprise. After updating a couple supervised devices to iOS 9 the cellular settings are supposed to be restricted from being changed but this it's only half true. In iOS 9.0.0, when you shut off the items that you do not want working over cellular data and changes are not allowed for cellular data, the items that were already shut off at the time the restriction was engaged will stay off, even though they toggle back to green.


For example, let's say you toggled Music to not work over cellular data, then apply the restriction for cellular data changes, you'll still be able to toggle Music back over to work on cellular data so it APPEARS that it is back on, but as soon as you move away from the Cellular menu and come back Music will show as shut off for cellular data.


While this is really great for things that you already have shut off and restricted it's a real problem for things you NEED to have working over cellular data. For example, let's say that the App Store is something that you want to work over cellular data. If it the App Store is shut off after the restriction is applied, it is going to stay off until it is turned back on by the user.


So basically, any apps that you shut off in Cellular Data at the time the restriction to not allow changes was applied will stay OFF, even though the user thinks they toggled it to ON. Any apps that you leave ON in Cellular Data can be turned OFF by the user or turned back ON.


This is a real problem if you need something to stay ON.

I have spent the last 7 days doing everything I have seen, heard and read. I've been to the Apple Store and the Verizon store. I've put in several bug reports and several feedback items. I've been on the phone with AppleCare and Apple Support for 20+ hours. I have also been sending/receiving emails from a Senior IOS Advisor at Apple AND have sent her several links to this discussion. They ARE aware but will fix this problem on THEIR schedule, not ours unfortunately.

Followed these instructions to a T. Once I did the second backup from iCloud the problem came back. I guess I just need to wipe and start over. Sigh. I don't know why I updated so quickly. I don't normally do it and would never do it again. I am going to hold off for a few days, hoping they fix it, but seems as if they have no intention of doing so.


Is this the norm with Apple? They don't address these types of issues?

I am on iPhone 5s. Updating to iOS 9 was fine. Yesterday I updated to iOS 9.1 and now I have the issue. When I go into some apps like Google Maps and I also tried Maps, I open the app and it says No network connection. I go into cellular settings toggle the switch "back to green" it shows green. I close out of the app, reopen try to search and it says No network connection. I go back into cellular settings and the toggle is back to off. I tried to close out of app before changing the cellular settings for the app and it still doesn't stick to on. I've manually shut down, I've did a hard shut down, uninstalled and reinstalled the app... Nothing is working. I've also noticed my phone just seems more "glitchy". Nothing in particular but annoying. I would love for this issue to be fixed soon.

The norm with Apple (and any other competent developer) is to first perform triage; find out how widespread a problem is, then find if there is a workaround. Then if it IS widespread and there is no acceptable workaround it is necessary to find out why a few users have this problem. That's almost impossible if they can't duplicate it under controlled conditions. So if you DO report it directly to Apple (not in this forum) they may ask you (or other users) for diagnostic information. If you declined to save diagnostics when you set up your phone it won't be you they contact. Then you must apply that fix, and "regression test" the fix to make sure you didn't break anything else in the process of fixing the issue. All of this takes time. So chances are they are addressing the issue, but haven't completed all of the steps.


It's complicated by the fact that it is not an iOS 9 issue; it has been reported in iOS 8 and iOS 7. So it's a really obscure problem.

Actually, you're incorrect. This has not been reported on IOS 8 or 7 (toggles that don't stick), and it's easy to reproduce.


If you simply disable cellular data for an app before performing the IOS 9 upgrade you will experience the problem. That's why the only workaround is to set up the phone as a new phone, or to restore a backup where the toggles aren't disabled.

If you simply disable cellular data for an app before performing the IOS 9 upgrade you will experience the problem. That's why the only workaround is to set up the phone as a new phone, or to restore a backup where the toggles aren't disabled.

I had several apps disabled before I updated. After the update I can still turn those apps both on and off again, and it sticks in whatever position I left it in. So it is clearly NOT easy to reproduce.

Add one more, just so Apple gets a more accurate picture of the number of users involved. My 6 Plus is not affected. My son's iPhone 6, purchased the same day as mine, DOES have the problem with the apps, both Apple and 3rd-party, refusing to maintain their cellular-use settings ever since upgrading to iOS 9. This has rendered both Maps and Google Maps (and several other apps) useless for him. The mapping function is critical for his work, so this weekend, he must scrounge up an automobile GPS unit. This is no small expense. Upgrading to iOS 9.0.1, predictably, did nothing to resolve the problem.


I cannot get any idea of how commonly this bug manifests itself from forum posts, but I can say that it's common enough that I can't believe that it wasn't discovered in beta testing.

i had the same exact problem on my 5s, everytime i tried to turn on my cellular data for something it would autimatically turn it off. it was very annoying but i was planning on getting the 6s soon so i wasnt really that worried about it. i just got the 6s today and im still having the same problem!!! im so frustrated, all my cellular data is off and its not allowing me to turn it on so basically my phone is useless other than making calls lol. apple needs to fix this asap!
