I do not have the option to follow Settings>Personal Hotspot as you suggested, I can only go Settings>Cellular>Personal Hotspot.
My pic shows you as far as I can get. The spinning wheel to the right seems to act like the Apple spinning beach ball and indicate the feature is "busy" and I can't proceed.

OK, then I would suggest your next step would be to go to reset your device:
- On an iPhone X, iPhone 8, or iPhone 8 Plus: Press and quickly release the Volume Up button. Press and quickly release the Volume Down button. Then, press and hold the Side button until you see the Apple logo.
- On an iPhone 7 or iPhone 7 Plus: Press and hold both the Side and Volume Down buttons for at least 10 seconds, until you see the Apple logo.
- On an iPhone 6s and earlier, iPad, or iPod touch: Press and hold both the Home and the Top (or Side) buttons for at least 10 seconds, until you see the Apple logo.

If that doesn't allow you to go into the Personal Hotpspot setting to turn it off, then try resetting your Network settings:
Settings>Reset>Reset Network Settings. The spinning wheel next to your Hotspot option implies that it is currently turned on and maybe looking for a Bluetooth or USB connection.
