Mickey and Minnie stop talking (saying the time), the "allow watch to speak time" option disappeared

ThIs tip from Anethkatherine is what worked for me!

Go to apple watch app, go to accessibility and turn on the "walkie talkie tap to talk" and check on your minnie/mickey if it will work. It worked for me. And then I turned it back off and minnie is still talking.

Thanks!! This worked but only after I turned voice over on in the phone accessibility settings not in the watch app.

Just a reminder that IOS 13.1.2 and Watch OS 6.0.1 were to fix this issue and from what I understand has resolved the issue for most people.

Any updates works for me but I went to Wake screen setting, just turn it off and turn on back again the option wrist raise and it worked again! Well hope this option help someone out there.

I was so frustrated that Minnie Mouse was not telling me the time. I chatted with Apple support and even called them. We tried everything. I kept trying everything I saw suggested on the internet and nothing worked. Now I am not sure this is what fixed mine, but this is what I did this morning and now Minnie is talking! I went into my Accessibility settings and turned VoiceOver on. I put on a different watch face to see how it worked, didn't like it and turned it back off. Once I did that, Minnie started talking.

I was also having issues with Minnie and what i did was go into settings and turned always speak time off and now Minnie works, but you will have to turn always speak back on when using a different watch face. i hope this works for you.

This is the only thing that worked for me!

Curiously I discovered that all the watch faces except the mice would speak the time with the two finger press method.

Hear the time: Open the Settings app  on your Apple Watch, tap Clock, then turn on Speak Time. Hold two fingers on the watch face to hear the time.

I guess this has a bug too, only works when chimes are on.

I was never able to get Mickey Mouse to speak. That's trying many of the suggestions and with iPhone and Watch updates. Until I went to the watch app on my iPhone and simply changed the order of the Mickey watch face from the last to about the third. Now it's speaking.

Under “clock” in settings, the “Speak time” on/off setting is still there after I updated the watch to 6.0.1 and iPhone to 13.1.2.

Mickey/Minnie are finally speaking the time again.

Who knew that turning OFF the Tap To Speak Time would make Minnie talk to me?!? That’s what I did after going through every other step in trying to make her talk!

not sure which step was the one which helped, i have tested all tricks several times and NOTHING, until the last thing i remember was disabling and reenabling the tap to speak. Before i restarted several times, turned on and off voice over, removed the face... suddenly now it talks after 15% of battery drain in an hour or so of attempts.
