Go to settings > messages> turn off “raise to listen” under audio messages. It seems to have fixed the issue for me 🙏. (It probably turns off any podcast/music because it assumes you want to listen to the messages instead)
I updated to Ios 13.1.2. At first it doesn't help, my phone still pausing while phone is black/locked. Then, I tried to restart my phone (ip8) now it works. I'm able to listen to my audio book when phone is locked. I will update more if I face the issue again.
Only thing that has worked for me is the Dolphin browser. That seems to stay on playing media from Web even when screen locks. I check daily for iOS 13.1.3 or better, 13.2 in hopes of a real fix. But, alas, no luck...
The same problem on X with 13.1, when listening Apple Music or another music app through bluetooth an switch to messages, WhatsApp or Telegram, music stops. I have to switch back and tap play button.

This is a different issue than the phone locking and stopping the radio or podcast stream from chrome or safari. It turns off streaming just from locking which should be a programming issue and fix.

I had the same problem on my iPhone XS Max after the overnight auto upgrade to 13.3.1. Problem solved with a simple reset 😏👍
Music stops while browsing through safari, anytime a page has embedded audio, even if the audio is not started/ selected. Very annoying to keep switching back and forth to restart music whether it be Apple Music, Spotify or pandora. This is on “iPad os” on an iPad Pro 2018. Obviously this doesn’t happen on a laptop.
Same problem. This started on iOS 13 update and is still here in 13.1.2. Now any streaming cuts off when screen locks. Turning screen lock to "Never" prevents the interruption of the stream. [edit] this is in chrome for iOS. Haven't tried other browsers.
This didn't seem to help for me using Chrome. It seems related to screen-lock. If I set to 30 seconds. Bam. 30 seconds later it cuts out when the screen locks. Haven't tried Safari but others report streaming fine from that.
Has anyone solved this problem? I am running iPhone 11Pro and iOS 13.1.2 and audio playing from Chrome stops after a short time.
This is an awful experience from Apple, I hope you will release a fix soon!!
Does anyone have a fix for this? My phone started doing this out of the blue yesterday. Nothing had changed from the day before yet suddenly sound disappears when screen goes black. I have restarted phone, reinstalled the particular Radio app i have always used with no issue, closed all open apps. There has been no recent update for this particular app. I shouldn't have to keep the screen on to listen to the radio when i've never had to before. Very frustrating!
I am having the issue on IOS 13.3 on iPhone with 3rd party audio apps, Audible, Libby, and Overcast. The only app that works without pausing Audio is Apple Podcasts.
I have taken the following steps with no improvement. Uninstalled/Reinstalled offending apps, and restarted the phone each time, no dice.
Using AirPods 2.

I’m currently running IOS 13.3.1 on an iPhone XS and have the same issue of random pausing no matter the circumstance. This phone was used for beta testing in the past but has since been removed from the program. I’ve had it plugged in to CarPlay, listening to music while charging, or simply playing music with the screen unlocked (no auto lock set). I’ve restarted several times, deleted/downloaded the music app, and still have had no relief from this.
Totally as already described. Problem started straight after iphone 13 update. All podcasts cut out 1 minute after the screen is locked. It affects Chrome, but Safari is protected.
It is entirely unacceptable that Apple has not fixed this issue of their own creation. Where is their collective brain? Next phone won't be an apple. Neither will next computer.
It happens to me when I am playing through my bluetooth speaker. I turned the phone off and back on and nothing. I would like to add I am using an Iphone 6
