I just got my new iPhone 11 pro max and downloaded my backup from the cloud. Well most of my voice memos came through but the most recent ones are stuck saying downloading and have been for hours with no progress. How to I force them to finish downloading?

The fix:
1.) must be using the latest version of iOS i.e. 13.2 or later.
2.) it is essential that you backup to iTunes, not just iCloud.
3.) delete voice memos after completing iTunes backup.
4.) turn iPhone off then back on, no need to force shut down.
5.) ensure after powering on that your plugged in and connected to WiFi.
6.) go to App Store and download voice memos again.
7.) open memos app and record for 3 seconds.
8.) allow an hour or two depending on the size of data store in voice memos.
9.) success, you now have all of your memos back!
I had a large file downloading but I tried opening it and clicked on the three dots button, then clicked duplicate and now I have it (as a copy). Hope this helps!

I have the same problem on the phone(6s)...But I found a solution!
You just need to go to your recOrds (voice memos) , swipe left each of them, then click on more options, duplicate! :)
Now you have your records!
Mine did this too. I just contacted Apple Support and they took some diagnostics from my phone to send to their engineers. I suggest you do this to if you haven't already.

I have the app “documents” you can slide over on the voice memo, click the three dots and share the memo to documents and from there you can hear it
Yes, you have to buy a program called iMazing. they have super good customer service and can do all kinds of things with your backups that somehow Apple doesn't have the capability to do. Apple's solution is always to "nuke everything and start over". I suspect this iPhone look-alike, powerful iMazing app is run by Apple employees secretly to yank more money out of us. but it should work

I have a brand new iPhone 11 Pro Max just bought yesterday, and have a similar issue.
I am using iOS 13.1.2.
On the Voice Memo app, as soon as I started it for the time, there is a memo (named after my location) that says "downloading" but it never finishes. I think it's confused, and I don't actually have any voice memos in iCloud to download.
I also looked on my iPad and I have no voice memos on there in the Voice Memo app, so this must be a bug in IOS 13.
The app appears to work otherwise, i.e. I was able to record a memo, play it back, and delete it etc.
I was also on the phone with Apple the day the update came out and it did not fix the issue on my end either. I ended up having to airdrop them from my iPhone X. I realize most probably don’t have that luxury. Apple definitely needs to figure this out. I finally just deleted the files on my 11.
I guess this problem is still ongoing. I had the same problem when migrating from iPhone 6 to X recently. Now after more than a month I tried deleting and reinstalling the voice memo app. It loaded only those voice memos that were created on my new phone. Those from the old phone seem to be lost. It looks like I have to air drop several years of voice memos to my new phone or buy one of those iffy-looking iCloud recovery apps.
If it's not too much trouble for you Apple, can we please have a fix for this? Or at least let us know there is a bug/known issue?

Apple Please help!!!!! I did the update last night and all voice memos are stuck on downloading. These are all stories my Dad told before he passed away. Went to start transcribing today and I can’t download them. Were there before the update.
Just updated to iOS 13.1.3.
Unfortunately, the voice memo stuck downloading bug has not been fixed.
In my case, it just constantly has a memo that says "downloading" named after my address. It's not a real voice memo, BTW. There was no memo to download.

I was really hoping that this update will fix the bug. Unfortunatelly, still stuck in "Downloading..."
I really wonder what Apple is really thinking. Maybe there are people out there that really depend on Voice Memos.

However, in my case AFAIK there never actually was any voice memo. It just seems to think there is one.
I will check it again over the next few days and see if it hopefully resolves itself.
