After installing Catalina, it asks me to update my Apple ID settings. I put in my password, and then it asks for my Mac password, which I give it. Then after a few minutes the message pops back up again. Happens on both my Macbook and iMac.
Logging in and out didn't help on my MacBook, there is too much to delete/re-add for me to want to try it on my iMac.

Had the same problem. in my case it had to do with saving my keychain to iCloud. Click on System Settings, then Apple ID at the top then choose iCloud. It will show what is using iCloud scroll down and choose Keychain. you may have to enter your Apple ID and your computer password a couple times. keep on following the prompts.
Same with me and it was the keychain in the iCloud in system preferences, but its finally fixed.
I have the same problem, and logged out of apple ID first, and now it won't log in (spinning ball at login credentials for ever). Problem is that there is no way to access the keychain since I'm logged out. Any suggestions? All my apps seem to be logged in to my iCloud account.
I have two Mac's updated tonight with the exact same issue with never ending Apple ID prompts. I have tried to enable keychain multiple times and changed the password. It fails to resolve on both and still stuck in this loop. 2018 Mac Mini 2019 MacBook Pro
None of the suggestions have worked for me, I've entered the iCloud and computer password more than 20 times, now iMessage stopped working, when I enter the iCloud password to login into iMessage I get "An error occurred during authentication", this is a mess Apple, fix it!!
I've tried resetting my Apple ID password and signing out on all devices and now I get "Verification Failed: ... error connecting to the Apple ID" server across all my devices when I try to log back in.
This is making the iOS13 upgrade look acceptable.
Yeah, that’s what my macs are doing now as well. An immense photo library upload. That’s why I always try to avoid logging out of iCloud if at all possible. This has been a rare misstep of an upgrade. Very not-Apple.
Sorry to hear that. One other thing that I did, but did not attribute to helping was rebooted iPhone and iPads. Not sure now, if any of that mattered, or if I just got lucky. I suspect that Apple will figure it out. I would try again tomorrow.

This is happening to me on my MBP as well. This also happened when I updated my 11" iPad Pro to iOS13. I ended up having to wipe out all of my preferences and restart to get the iPad going again. This is very frustrating. I'm holding off on updating my Mac mini for now.
After entering my Apple ID and Mac password several times, it prompts for my iPhone PIN. I've never had to enter my iPhone PIN on any device other than my iPhone so this seemed a little suspicious. Why is my Mac asking for my iPhone PIN? This whole process seems to be poorly implemented.
Michael Keenan's solution did not work. I did as instructed, but the Keychain unselects after about thirty seconds and I am put right back into the cycle.
NOTE: This may have something to do with the fact that I deselected an old device from the list to the left in "Apple ID." For the first time ever, when I did that, a message came up instructing me to change my Apple ID Password. After that, I have received no further prompt to do so, but I assume that is the source of the problem.
I am loathe to change my Apple ID password. I know that there is no security breach. If I do change it, I will then have to do it on my iPhone, Apple TV, etc.

Certainly would have helpful, as part of the update process, to include instructions on how the iCloud sign-in and other security measures were impacted (including use of the iPhone code). Might not change the effort required but would at least help with understanding.

I tried exactly what you did about forty-five minutes ago. Now, I can’t log back into my Apple account on my Mac. The status wheel just keeps spinning.

I have the same issue and I'm even not able to activate the keychain. It asks for icloud login, then it's for a moment activated, then it begins again with the icloud/apple id login loop. At the end keychain is still inactive. Tried it 5 times. No success. Any ideas?
Bummer. That didn't work for me. I followed the steps exactly. When I clicked the Keychain check box, it asked for my passcode for my Mac. Eventually the Keychain check box was checked. (It didn't ask for the passcode of any other of my devices, and it didn't display a 6 digit code.) The warning on the AppleID icon was gone, and I thought my problem was solved. I quite System Preferences. When I reopened System Preferences a few minutes later, the AppleID warning was back and when I scrolled down to Keychain it was Unchecked! Frustrating!
OMG, thank you. This was driving me crazy on both my iPad Pro under iOS13 and now Catalina. I did what you suggested and stuck with it for numerous attempts and eventually a new display popped up asking for the passcode to my phone. That seemed to do the trick.
