After security update and Safari 13.1 update I got a huge memory leak in Safari. Memory consumption for some pages grows indefinitely (looking for it in System Monitor), causes "This page slow down a computer and must be reloaded" message. Obviously the same bug causes iPhone slowdown in applications that uses Web Kit. Apple, U doing REALLY BAD JOB in this OS cycle!
OK, I thought I was alone. This is also happening after latest developer security update. I'm on Mojave 10.14.6 (18G5006). Same issue you describe + WebKit crash. Safari is unusable.

Tried with no luck: Cleared caches, history. Disabled extensions. Deleted cache files (for WebKit & Safari).
What works: Logging in as a clean user. So there's some conflict with latest security updates and something in Safari at the user-level.

Restore your computer from a backup made before you installed Safari 13.1.
